As a result of the conclusions in your outline, the trustees would like you to ensure that their concerns are heard during the public participation process to condemn Hayfield Estates. Since the trustees are unfamiliar with the public participation requirements under administrative law, they would like you to develop a second outline that would highlight those public participation requirements.

Specifically, Friends of Hayfield would like you to identify all of the formal and informal public participation options under the law that the Department of Transportation might use during the condemnation process. They would like to know what their legal obligations are related to their participation in any or all of these forums. They would also like to know what type of information they would need to present to the Department of Transportation in order to make a strong legal case that Hayfield Estates should not be condemned and an alternate site should be chosen. Finally, they would like a recommendation on their ability to save Hayfield Estates from condemnation.
