Introduction
There are times when a company needs assistance in terms of resources in order to sustain itself. For example, technology has advanced tremendously since a couple of centuries back when Western Civilization was endorsed in Greece. Companies decide to improve on their technology to achieve more sales and progress. Therefore, a company can write an RFP to look for contractors who are in a position to meet their demands effectively and affordably. When selecting an RFP, several things should be considered to inquire if the proposal is worth accepting.
DLA Energy organized a prepoposal conference in February 2009 to help people understand how to evaluate RFPs. The nature of an RFP will depend on a company’s demands or the nature of a project that will take place. According to DLA energy, the government is in need of a contractor who will meet their demands as per the RFP given. While searching for the most appropriate contractor, there are several factors the government will consider. For example, the government will consider price, technology and many others.
Evaluation of Factors for Award
Price is a factor that is crucial whenever a client wants to award a contractor to work on a given project. The government is responsible for evaluating various offers given to them by a contractor making an offer. The prices should be balanced all through such that there may not be any inconveniences throughout the project. This means that the offeror should convince the government that the invoice given is fair and manageable.
The past performance of a company is equally important when determining who to give a contract. This means that, the government will award a contract to a person or a company that has got good reputation over time. This can be evidenced by the kind of projects the offeror has worked on and fully completed as required. Some projects should be related or be in the same field to what the government is planning to work on. In the end, with a good reputation the offeror may get the honor of sealing the contract.
Technical and management are very important factors to consider when evaluating an RFP. The reason behind this aspect is that, a technical team is responsible for providing a good environment for project delivery. This means that, the team will manage to provide security, proper operation, safety and maintenance through the training given to the team. Therefore, an offereor should be in a position to deliver effective resources that will provide the best services for the project to be successful.
When the government is evaluating whom to contract, all the three factors will be considered. The person in a position to meet all the requirements as requested by the government will be allowed receive a letter of acceptance via mail. In addition, before the contractor chosen accepts the contract he will be allowed to review if there is anything that can be adjusted. When the contract is sealed, there will be no negotiations unless is something beyond the reach of the two parties that signed the contract. In case one of the two groups bridges the contract, he will be sued for bridging the contract.
Condensed proposal preparation plan
Planning is vital if one wants to get the best results. Therefore, a proposal acts as a tool of proving to someone that you are fit for the job (Osborne, 2002, p.177).. In this case, the proposal should cover all factors that are required by a client and should have time limit (Davis, n.d, p.1). After reviewing a request for proposal, there is need to understand how to write a condensed proposal as described below.

Operations will be provided that consists of qualified technicians to handle the machines in questions. Three different engineers will be required with a negotiable salary because they will handle different areas of operation.
Maintenance is required to make sure that the project will last longer. In order to provide good maintenance, spares will be needed in place for effective handling. Normal employees should be around to learn how to maintain the machines after the project is done
