The paper is a “Policy Memo” for the department of State on Venezuela’s relation with the U.S and some ways to improve it. The paper should contains these very detailed four sections, and followed scripulously:
. In a single paragraph, summarize what I am going to get out of the memo. The overall purpose of your memo is to convince that a) Venezuela matters to the U.S. and b) understanding its domestic politics will help improve U.S. relations with this country.
• Why This Country Matters to the U.S.: You will start your policy memo with a brief overview of the country, its main current attributes (geography, population, economy, political system), and its strategic importance to the U.S. a) during the Cold War and b) after the Cold War. You may use sources such as the CIA World Fact Book and State Department or Library of Congress country profiles, but please avoid simply copying information (see below regarding proper citation), and note that Wikipedia is not an acceptable source.
• Why Domestic Politics Matter: Here, you provide the Assistant Secretary with an analysis of two key domestic political issues that the U.S. government should take into consideration. To prepare this section, you should look for features that either exemplify “Latin American” patterns and concepts we have studied this semester (see Weeks 2-5), or those that set this country apart from similar countries in the region. The section should conclude by arguing why an understanding of these internal issues matter to relations of this country with the United States. To receive maximum points on this segment, your analysis – your application of course concepts – and your thoughtful research must “add value” beyond a simple recitation of facts.
• Where We Are, and Where We Should Be Going: Policy Prescriptions for Improving Bilateral Relations In this section, you should first review the Obama administration’s stated policies towards the country. This section should cover key events in the past year. Finally, your memo should conclude with at least two prescriptions for how bilateral relations can be improved, corresponding to the two domestic political issues that you have identified.
