1 Instructions
Your team is request to design and build an on-road, mobile breast cancer screening laboratory. This vehicle will be built and operated using city funding. Due to economic conditions, the city is limited to $3.5 million dollars for this project.
1.1. General Description of Work
1.1.1. Current Environment
Breast cancer is a growing concern in the United States for both men and women. As the baby boomers age, there is a high likelihood that the incidents of breast cancer will continue to rise. Many individuals lack the ability or funding to get properly screened for this disease. This city currently has no mobile cancer screening laboratory. We would like you to correct this deficiency.
1.1.2. New Environment
We envision a single road capable vehicle to screen for breast cancer. This vehicle will need to be staffed and equipped with the latest screening instruments available. We would like this vehicle to be state of the art.
We envision the purchase of a large mobile vehicle and converting it to our purposes. We do not want the use of a second hand vehicle. Our citizens deserve the best!
2. DESCRIPTION OF WORK
All areas pertaining to the purchase, refurbishment, fitting out, and staffing of this vehicle is included in this project.
2.1. Scope of Work
The following must be included in the project:
• one vehicle capable for performing onsite cancer screenings
• the vehicle must have the following capabilities
o male/female restrooms
o dressing/undressing rooms
o doctor’s office
o screening area
o be HIPAA compliant
o reception area
o backup power
• procurement and installation of state of the art cancer screening equipment
• refurbishment of the vehicle and ensuring the vehicle meets state requirements for on road use
• training of the vehicle’s staff
3. PLAN
3.1. Project Cost
Project cost must be limited to $3.5 million dollars. No other funds are available.
3.2. Scheduled Completion Dates
The plan must include key milestone completion dates. It is our estimate that the work will take 8 to 12 months. You should consider this to be a not to exceed time limit.
4. SPECIFICATIONS AND DRAWINGS
The plan should include all high level specifications and drawings used for the construction of this vehicle.
5. SPECIAL CONDITIONS
5.1. Overall Expectations
Overall the vehicle must be easy to operate and maintain by the city. It also needs to be able to travel streets within our city. We would also expect the vehicle to have back up power in case of power lost.
5.2. Training
Training of the staff is to be included in the project plan. This includes training on all individual pieces of equipment used to screen for breast cancer.
5.3 Risk Management Plan
The plan must also include a complete risk management plan that will enumerate specific risks for this project, evaluate the likelihood and potential impact of each risk, and outline preventative measures to keep risks under control.
