SUBJECT: C/JTF absorbing the UNINK mission or alternate-non UNINK
1. BACKGROUND: There is widespread insecurity in the region and Azerbaijan’s sovereignty is under threat. The Coalition seeks to restore sovereign territory/government and assist allied groups in IRAN.
2. DISCUSSION: The region is characterized by much insecurity because insurgent and terrorist risks. It is paramount that the Coalition and its allied forces restore essential services, coalition military enhancement programs, refugee relief/resettlement, and enforce cease-fire terms.
FACTS:
– Regional terrorism is high and threat of insurgency is real
– USEUCOM and other bodies are working to restore security and stability in the region
– Defeat of IRAN will not totally neutralize threat of insurgency in Azerbaijan
– Establishment of an exclusion zone or separation zone will curtail Iranian external support of terrorists and insurgents in Azerbaijan.
ASSUMPTIONS
– The Coalition may have to support civil military operations in the restoration of sovereign government/territory
– USEUCOM will reestablish control and defense of international border with Iran after completion of major combat operations
– Insurgency is not neutralized; Azerbaijan’s combat effectiveness is wanting
– Iran will diplomatically engage with Azerbaijan
– US intervention will be embraced by regional countries
ASSESSMENT
Implementation of Phase IV will result in formation of a Joint Task Force or a transition to UN backed peacekeeping force. Security and reconstruction will be realized in the region. The operations will uphold the dignity of the affected population and contribute to economic well-being of the poor as well political reconciliation.
RECOMMENDATIONS:
The Coalition and its affiliates should provide sufficient logistic support to the forces and people in the region. Furthermore, more clear course of actions to deter future insurgency and attacks of terrorism in the region need to be formulated so that the operation does not become a circus.
