Comparison of theories by Boyle and HRM/competency based training

Task: Select two program development models which address some of your own interests or concerns as an adult educator. Write a 1500-2000 word essay in which you:
1. compare and contrast (critically) the two models of program development using the relevant literature; and
2. select one model you consider would be appropriate to a particular learning context relevant to you and critically evaluate why the model would be applicable to that context. The models chosen are Boyle’s program model (1981) and Human resource management/competency based training. The essay will be assessed on the following criteria:
– evidence of understanding of the models of program development
– evidence of the ability to critically compare and contrast the two models you chose
– evidence of the ability to evaluate how one of the models applies to a practice situation
– clear and coherent structure and well argued position.
One source which can be used is : Boone, E.J. 2003, Developing programs in adult education: A conceptual programming model, 2nd edn, Waveland, Prospect Heights. This source is titled; “A review of major programming models in adult education”. I have brainstormed a couple of ideas for the essay which you could use, these are : Some of the main similarities of the 2 models are :

HRM/CBT: “The focus of the training is on the outcome of the training
the outcome is measured against specified standards not against other students”

Boyle: “The most desirable change is predetermined and democratically achieved; (3) continuing education programs, if properly planned and implemented, can make a significant contribution to planned change; (4) educational changes in knowledge, skills, and attitudes of people are necessary to achieve economic, environmental, and social change”

For both programs the outcome is predetermined, especially with the HRM/CBT model the outcome is the successful performance of the organisation. Furthermore, both models measure outcome on specified standards, for Boyle “the change is predetermined” so it is planned.

Attitudes of people are necessary to achieve change. Particularly with the HRM model/causal chain, employee attitude is one of the most important as it determines whether or not the employee will behave (work) to the best of their ability in order to achieve results for the organisation.

I have mot brain stormed much about the contrasts between the 2 models but i was thinking you could focus the main difference on the context that these 2 models describe and other things which are relevant.
