Introduction
Education is a crucial aspect for people regardless of their gender, age, physical, intellectual, social, economic, health and cultural characteristics. Education refers to any experience or act that holds a formative impact on a person’s mind, physical ability and character. On other hand, education system is the formalized values and knowledge transmission channel that operates within particular society. Everybody in the society needs education. As a result, education is a basic need to all human beings. In the 20th century, scores of developing nations and developed countries attempted to enhance their public schools education system. More productive and effective educational governing systems were needed and implemented. Education can be provided through charter, private or public schools.
Charter schools are independent public schools governed by educators, community and the parents. Charter schools are like public schools, but they hold much similarity with private schools. Charter schools are independent public learning institutions that have freedom to be creative and innovative. Charter schools enhance academic achievement of students. These schools promote relationships between students, teachers and parents as a means of creating an atmosphere where all stakeholders are more engaged. Teachers enjoy the freedom of being innovative while students receive the structure which they require for learning purpose. The partnership between all the stakeholders in the school and teacher’s freedom to be innovative leads to improved academic achievements. Charter schools differ from traditional public schools in that they are free of scores of bureaucratic entanglements. Moreover charter schools use more innovative education techniques and are left to experiment in exchange for considerable accountability. Scores of studies have demonstrated the key differences between conventional public schools and charter schools. While charter schools, enjoys more regulatory autonomy and freedom and improves academic achievement of students, the differences in teaching proficiency between public and charters schools have not been adequately studied. In this regard, this research will explore and compare the teaching proficiency in charter and traditional public schools. The research will try to ascertain whether charter schools teach students more proficiently than traditional public schools.
Problem Statement
Students in charter schools continue to perform better academically compared to those in conventional public schools. Charter schools have evolved to experiment educational innovations. They offer a public school option and the idea of charter schools has attained significant scrutiny and interests from education leaders. While charter schools are sometimes acknowledged for augmenting achievement of students, their teaching proficiency against that of public schools remains unclear. The purpose of this research is to explore the differences in the mode of teaching between public and charters schools. The research aims to ascertain whether charter schools provide improved instruction and teaches students more proficiently compared to conventional public schools.

The Rationale of the Research
The underlying principle behind this research study concerning the differences in teaching proficiency in charter schools and public schools is increased student’s academic achievement in charter schools compared to that of students in traditional public schools. It is difficult to reach a conclusion of the effects of charter schools on a student academic achievement because of the brief history of charter schools. In addition, there other aspects that influences students performance. However, analysis of the effects of charter’s school on a student academic achievement and understanding of their mode of instruction will yield significant information for policy makers, parents and students. The findings of this study will be significant to school leadership across the education systems and fraternity. If the research determines that charter schools provide better instruction compared to conventional public schools, educational leaders might propose reforms on traditional public schools education system. The research findings will also assist in the identification of the factors that affects instruction in public schools and what factors contribute to increased student academic achievement in charter schools. Parents will be provided with sufficient information regarding basic instruction in charter and conventional publics.
The information provided will allow parents to make appropriate choices when selecting the type of school they want to take their children. Moreover, the findings will perhaps instigate reforms in conventional public schools. The policy makers may decide to increase autonomy and regulatory freedom in public schools, an aspect that will lead to educational accountability. Educational accountability of schools will involve parents, teachers and the society, an aspect that will enhance effectiveness in public schools.
Statement of Research Objectives
The overall aim of this study is to identify the relevance, significance, role and impacts of teaching proficiency in both charter and conventional public schools on student’s academic achievement. The general intention of the research will be achieved through the below stated specific objectives
• To determine the success levels of student’s in both charter schools and conventional public schools
• To evaluate if pedagogical freedom and autonomy of teachers instigates considerable educational upshots.
• To ascertain the factors that enhances better instruction and adeptness in teaching
• To indentify factors that hinder improved student’s academic achievement in public schools
• To compare the differences between the effectiveness of instruction in both charter and conventional public schools

The findings of the research will confirm the hypothesis therein.
