In the 1906 Hepburn Act, Congress changed the burden of proof. This is an example of government changing property rights. (Property doesn’t have to be tangible.) This made the ICC a far more powerful and influential governmental agency than its original proponents had foreseen when the Act to Regulate Commerce was put into law.
