1. How important have these problems been historically? How was the problem previously handled? When did the policy originated? How has the original policy change over time? What is the legislative history of the policy?
2. Description of the problem that necessitated the policy. What is the nature of the problem, how widespread is it? How many people are affected by it? Who is affected and how? What are the causes of the problem?
3. Policy description. How is the policy expected to work? What resources or opportunity is the policy expected to provide? Who will be covered by the policy and how? How will the policy be implemented? What are the short and longterm goals.
4. Policy analysis. Are the goals of the policy legal, just and democratic? How does the code of ethics(social work value) fit into the solution? Is the solution negative or positive?
Even though you are answering the questions don’t include the question itself in the essay. What are the values and ideologies?
