Components of a Knowledge Management System
Strategy
Problem: Knowledge is a dynamic and can be degraded to data with time. The organization requires a knowledge management system so as to be able to create, maintain and disseminate the Geo-scientific knowledge on the environmental resources of Australia for the long term benefit of Australians. It is lays in the manner of acquiring the knowledge from a source then codifying it so as to apply it into a useful resource.
Purpose/Objective: The knowledge management system is required so as to be able to perform a remote, onshore and offshore acquisition of data and its extensive interpretation and evaluation of the data using hi-tech facilities, laboratories, methods and expertise. An update of the systems would enable it to establish and manage data efficiently and effectively more so for a 3D analysis.
Policy: The knowledge management system is in accordance with the organization’s policy; to be recognized as a leader in the acquisition, creation and dissemination of scientific data and knowledge.
Governance: Governance is the framework of authority that makes possible the delivery of expected benefits of a service or process. The strategy of the organization is therefore out to application in an authoritative and orderly manner. The organization is guided by government priorities and as well as the community.
Culture: The culture in an organization is receptive to the organization while others are receptive to the community. This is a major challenge to knowledge management as it affects how it runs. The delivery of service when developing a responsive scientific capability is affected by the government priorities and the sentiments of the community.
Risk: This is the possibility of loss or injury. Several management processes are involved in assessing it and establishing measures to control it. The scientists in RPM are concerned about the principles that the next Group Leader will possess and no communication has been of how to fill it. The organization is facing the risk of lack of funds for its IT systems.
Actors
People are the major players in the knowledge management system; they possess tact and a wide range of knowledge. They have unevaluated information and relate in many ways with several components to create knowledge. The RPM is a team of individuals who are skilled and tasked to promoting the Australia’s geological resources.
Owner: The organization is composed of a group leader with his deputy as well as other two senior scientists who lead the major processes of the organization. The executive is involved with making the necessary decisions for the organization.
Source: The scientists have identified resources in Australia that are located in the ground, which is water and carbon; several measures are put into place to sequestrate the carbon.
Clients: The major beneficiaries of this project are the organization itself; the government, industry and their bodies, federal and state agencies, there are also government agencies from other countries, academia, organization division and the public.
Managers: These are people who are involved in making the process work; they are geologists, geophysicists and geochemists as well as Senior Science Advisors in the government.
Enablers: The RPM organization requires staff that has attained a post-graduate qualification and 15 years of experience as well as a 10 years field involvement.
Boundary Spanners: Considering that the staff has not yet attained the stage for it to be termed to as competent it aims to accomplish this through government-industry exchanges, field trips and attending of scientific conferences in oversees countries. Moreover, others attend the organization’s leadership development program.
Infrastructure
These are the facilities that are required for the knowledge management system to work effectively.
Facilities: The projects require adequate funding for it to function properly, investments in the projects as well as experienced staff. This will allow the organization to be more responsive and flexible.
Equipment: For data capture and analysis there has to be highly specialized equipment, laboratories, techniques and expertise.
Repositories: The content of data after being evaluated is stored in secure laboratories.
Instruments: To capture data highly specialized equipment and laboratories are used.
Software: The IT systems are composed of software that is constantly updated so as to find and manage data, more so for 3D analysis.
Networks: It works in a class structured environment. The organization is composed of an experienced staff, the government, oversees scientific conferences. It performs 12 projects that are spread in certain regions. The group is composed of varied genders, qualification as well as age.
Hardware: The RPM has joined with other scientific groups to act as leverage for the available capacity with more staff.
Functionality
The strategy of a knowledge management system is to identify the necessary requirements and issues of an organization as well as provide a necessary framework for handling these issues. This is done through; the conversion of data and text into knowledge, conversion of a person’s or a group into knowledge that is easily accessible, establish a connection between people and knowledge, establish a network of communication between users, enable varied groups to collaborate and creation of a new knowledge system that would be helpful to the organization.
Logic: The organization concept lies in the ability to make long term decisions that has an implication on the nation as a whole.
Business rules: The results obtained, data and evaluation is protected and does not allow access to others. There is controlled peer review of the project.
Transformation: After the data has been acquired, it undergoes extensive interpretation and evaluation. The resources evaluation is based on the desire to find future prospects of extraction.
Integration: The integration is purposed to establish, maintain and disseminate a scientific mass of knowledge on the geological resources.
Tailoring: The RPM is required to develop a better understanding and retask to projects that are shorter in accordance to the government’s desire.
Administration: The organization requires a new Group Leader and his deputy, considering the ones available are retiring. The new leaders are expected to impact the organization positively.
Reporting: The reporting of the data has a high level of ownership; the data and results are secured and the placing the peer review in controlled format.
Procedures: The work is guarded and hinders access by people who are not authorized to access them.
Content Management: The content once acquired is analyzed in IT systems that are updated to perform work more efficiently.
Delivery
This involves facilitation of the knowledge that is acquired from the resources.
Mode: The mode is an Asynchronous Technique (AT) as the resources are acquired in varied places and analyzed at the same place.
Facilitation: Knowledge Management System utilizes technology through visual display, more so in 3D.
Style: For enhancing of the style, minimal funding has been noted.
Technique: For success of the organization, it requires highly qualified staff; those with a qualification of a postgraduate with 15 years of experience.
Access Control: There is a tight protection of the data acquired through disallowing of unauthorized persons.
Accessibility: A peer review of the work in the process of the project is performed.
Personalized: A sense of extreme ownership is attributed to the work by the scientists.
Content
Lifespan: The lifespan of the Knowledge Management system is dynamic.
Authoring: The authoring is done by senior scientists who have performed the project for 3-4 years.
Publishing: The publishing takes into consideration the ownership by the scientists and is well protected that controls its accessibility.
Validation and referencing of Source: An ownership of the project is done by the scientists where hence a peer review is done.
Stewardship of the content: The scientists take stewardship of the content for proper application.
Review and Update: The IT systems undergo an update of its systems for it to work properly, more so for the 3D analysis.
Security: The RPM does not allow any an authorized access of its projects.
Taxonomy: The work in RPM is class structured and competitive.
Cataloguing: Cataloguing has been possible through updating of the systems for easy find and manipulation of data more appropriately as well as developing a sense of ownership by the scientists.
Version Control: This has been made possible through an update of the systems.
Disposal: The organization performs a retask of the projects in accordance with a government directive.
Continuous improvement
This is done to ensure its relevance is maintained.
Feedback: The feedback is based on the available competition by other RPM works in the organization.
Performance management: The performance is managed through the available competition in RPM with available chance of improvement through training, attendance of oversees conferences, field trips and development programs.
Review and Audit: The project undergoes a peer review of the work in controlled form.
Benefits Realization: To realize its benefits is undergone addition funding, and establishing an executive direction to encompass its integrated approach.
Designing Knowledge Systems
STEP 1: Identify the knowledge problem or opportunity
The organization aims to create, sustain and disseminate Geo-scientific knowledge on Australia’s resources for the well-being of the future.
STEP 2: Identify the knowledge that needs to be managed
The source of the knowledge is water and carbon. It is acquired from varied sites and stored in laboratories.
STEP 3: Determine the mode of delivery
No, they will not be available at the same time. The processes require experienced staff members that will be able to offer the needed benefits by the Australians; this involves the conversion of the acquired knowledge to more useful substance. This will enable the Australians to develop a sense of ownership.
STEP 4: Identify the functionality required to enable the system
For the system to perform effectively, it requires an experienced staff with appropriate facilities as well as enough funding for the projects.
STEP 5: Identify any existing knowledge assets or solutions that may be and systems
The RPM has been able to join with other scientific groups so as to leverage the capacity.
STEP 6: Design the knowledge management system
The most preferable design approach is the BPM; it is through this approach does an organization have an opportunity for the user to be involved in the solution methodology. Without this framework the organization has minimal value. The BPM similarly gives the project the ability to be updated.
The BPM gives the users the ability to transform informal knowledge into formal knowledge as well as making possible its externalization and sharing.
STEP 7: Specify the knowledge management team
The people requirements for the management system is a system that provides room for improvement for future prospects, the system should be secure from unwanted persons and one that has a sense of ownership.
STEP 8: Specify any infrastructure requirements to support the system
The system requires an improved visual display system that allows a 3D analysis. The system will easily be updated for efficiency.
STEP 9: Determine how the system will be evaluated, reviewed and improved
The feedback mechanism will be based on the systems competitive nature with other available systems in its capability to attain the organization’s goals.
STEP 10: Identify/list what changes will need to be made to the way the organization operates.
The government has noted the need to become more responsive and flexible in the data extraction and analysis as well as the desire for additional funding.
