real life GIS analyst

This exercise will utilize the skills learned in Exercise 2 to compile a small study for Orlando Sanford International Airport based on a scenario that a real life GIS analyst or entry level airport planner would be asked to put together.

Scenario:

You are a planner for the Orlando Sanford International Airport. You have just learned that the FAA is considering creating a new regulation which no longer allow any churches within any airport noise footprint. The Airport Manager (Larry Dale) has told you that in order for the airport to prepare to be in compliance with the new regulation, he is would like to evaluate how much it would be to purchase all Church property within the Airport noise footprint.

The Mr. Dale needs to know how much his proposed “Church Acquisition Project” is going to cost the airport before he presents the idea to the Airport Board next week. Therefore, Mr. Dale has asked you to draft him a one page briefing in memo format outlining the number of churches, the property owner’s name and address, and the Seminole County Assessed Value of the property. The memo must also include a rough total cost estimate of purchasing all of the churches required to be in compliance of the proposed FAA regulations using the Seminole County Property Appraiser Assessed Value data.

Part 1: Map Assembly (in class)

  1. Open MapWindow
  2. Using the data package downloaded for Exercise 1, load the following shapefiles as layers:
    1. Runways Arc 1 Shapefile
    2. Churches Shapefile
    3. Noise-Contours Shapefile
    4. Parcel Shapefile

Part 2: Data Compilation (in class)

In class please assemble the following data for each of the churches which Mr. Dale is proposing to purchase.  Please feel free to use the table included on the following sheet. This sheet must be uploaded via Canvas at the end of class today.  Property Appraiser Data can be accessed here: http://www.scpafl.org/

  1. Church Name
  2. Parcel Number
  3. Parcel Owner’s Name
  4. Church Address
  5. Assessed Value

Part 3: Draft your briefing for the Airport Manager (Due: 9/8/2015)

This briefing should be a professionally formatted and written Memo summarizing for Mr. Dale in less than one page your findings of the above analysis. Please feel free to include the data you found in Part 2 on each property in excel table format within your briefing.

Technical Memo Recommendations:

  1. Use logical headings –do not make them wordy
  2. Write as if you are writing to your client, not as if you are writing to your professor as a class report
  3. Include sufficient technical information, methods, and sources such that if another planner was reviewing your memo she/he would be able to complete a technical review.
  4. Summarize the critical conclusions from your analyses.
  5. Conclude your memo with recommendations – be concise, do not ramble
  6. NO CONTRACTIONS! This represents sloppy writing.
  7. Always first outline abbreviations before using them.
  8. Use tables to present data
  9. A technical memo should:
  • Explain assumptions
  • Describe pertinent ‘conditions’ related to your project and contents of the memo
  • Explain/clarify/support results
