SUBJECT: Keeping killer whales in captivity is cruel, dangerous, and should be phased out
This is the proposal I promised to write to my audience. In this proposal, The Harmful Effects of Keeping Orcas in Captivity, I investigated the cruelty of keeping orcas in captivity. In my investigation I discovered the differences between orcas living in the wild and orcas living in captivity. Differences including: life span, behavior, and habitat.
After discovering this information, I recommend that SeaWorld retires the orcas from performing and breeding, release the young orcas back into the wild, and let the older orcas live out the rest of their lives in captivity. I will need three years to carry out this proposal; the schedule is on page __. The proposal will cost SeaWorld __; the costs are detailed on page __.
After researching many different solutions, this was the best recommendation I have for SeaWorld. This recommendation is both humane and as cost effective as possible. If you have any questions after reviewing this information feel free to contact me at 201-555-9898.

FOREWORD:
By continuing with my investigation, SeaWorld will benefit in two different ways. The staff will no longer have to work with the fear of losing their lives or suffering traumatic injuries. Secondly, the media will no longer publish stories about the poor living conditions of the whales. SeaWorld may receive good publicity for doing what most people believe is the “right thing.” This good publicity may increase admission sales for the park.
I am writing this memo to address the publics concern and mine, for the well being of the orcas and the trainers. Following several attacks on trainers, animal advocates and the general public has put the captivity of orcas under scrutiny. They claim that the confinement is simply a form of animal abuse concealed by the happy, magical and magnificent appearance of the shows. My recommendation is to release the young orcas to the wild and to retire the older orcas from performing. Let the older orcas live out their lives in and no longer be bred. This will reduce the number of attacks on trainers as well as please the public knowing that the orcas will no longer be bred and kept captive.
Throughout the years attacks on trainers have not stopped SeaWorld from continuing the orca shows. In fact, the most recent attack was on trainer Dawn Brancheau who was killed in 2010 by one of parks largest orcas (Tilikum), which I talk about later in this proposal. If we do not solve the problem more trainers will be at risk of losing their lives. Not only is the staff at risk but the orcas are as well. The orcas are kept in inadequate conditions in terms of size and health of the water tanks and this decreases their expectation of life.
