Students must select a specific federal policy related to homeland security and answer the following question: Is the policy logically coherent? To answer this question, students must: Explain the operational context in which the policy is being implemented. (For example, what specific threat or problem catalyzed the need for the policy?) Explain whether or not the policy’s desired outcome is precisely defined. Explain whether or not the policy provides an explicit causal logic by which the desired outcome will be produced. Students must explain the significance of their selected policy’s relative level of logical coherence on the desired outcome and operational context. Students must supply a URL by which the federal policy in question may be found. Essays must be between 350 and 500 words long employ a bottom-line-up-front writing style.
