The paper should be devoted to a topic that demonstrates the dynamics of the relationship between the executive and legislative branch. the paper should be about a legislative issue (a policy issue fought out in Congress with White House influence.) Be careful with subjects that fall somewhere in between.
I prefer footnotes at the bottom of each page, rather than endnotes. I also refer old-fashioned method of source citation found in Turabian and the Chicago Manual of Style.
