Simply Locke want to mean that the government rule by the will and determination of the majority if a form of government is legitimate, then citizens have a duty to obey it.

In my opinion, the only legitimate government is one chosen and empowered by the majority of people. You can’t legitimately govern people by force such as a totalitarian dictator regime. You only have legitimate governing powers through the consent of the majority.

Not at all, in those regime with totalitarian military dictatorship like North Korea, the legitimacy is not come from the governed but themselves. These government are absolute monarchy and it is rule out in Locke account.
- What is meant by “Tacit Consent” to a policy, program or government? Is it useful to the individual?
Locke thinks that by walking along the highways of a country a person gives tacit consent to the government and agrees to obey it while living in its territory. Locke went further by saying that resident aliens have an obligation to obey the laws of the state where they reside, though only while they live there.
