System Safety Plan
1. Introduction
1.1 Purpose
The purpose of this document is to define the scope of work for the system safety plan that is to be prepared for the Hospital Integrated Delivery and Asset Management Service (HIDAMS).
1.2 Background/Context
RSSL is developing a new business stream that builds on its industrial automation systems expertise, especially drawing upon its experience in pharmaceuticals handling. This new business stream is a robotic hospital delivery and asset management service for advanced healthcare applications.
The Hospital Integrated Delivery and Asset Management Service (HIDAMS: Project 7057.151) will provide a full service to hospitals for the internal delivery of pharmaceuticals. RSSL will design, build, own, operate and maintain the robotic service system, including asset management software, to provide a full service offering to customers. This will enable hospitals to focus on their core business which is patient care.
The System Safety Management Plan is an engineering document that provides guidance to the engineering team regarding the safe design of the mobile platform. It is distinct from the WHS report that was the subject of the previous Statement of Work (7057.151.00-G-PE5-003 SOW WHS).

2. Scope of Work
2.1 Scope Statement
This Statement of Work requires preparation for the safety case for the hospital robotic delivery system.
There are some safety risks arising from operating mobile robotic plant in the workplace, where the members of the general public may also be present. These risks will impact upon the safe design of the HIDAMS service, as outlined in the WHS regulations (Duties of Designers) and in the Code of Practice (Managing the Risks of Plant in the Workplace).
The scope of this first release of the System Safety Plan will be entirely on the risks associated with the operation of the robotic delivery vehicles in the hospital environment.
Later issues of the System Safety Plan will include the full scope of all potential system safety risks and hazards associated with the HIDAMS system design.
Whilst this document is not a Work Health and Safety Management Plan, there may be related requirements deriving from Work Health and Safety regulations that need to be addressed in the system design. For this reason, the WHS regulations will need to be scanned and evaluated against the scope of this system safety plan.
2.2 Significance/Importance of the Task
The system safety performance of the HIDAMS product-service system will be critical to achieving long term market acceptance of the new RSSL business model of providing full service solutions. Inadequate safety performance will almost certainly result in failure of the business model and will jeopardise the long-term future of RSSL, so it is critically important that the achieved levels of system safety are very high.
