The aim of Phase IV is promotion of long-term stability in the region. As such the Coalition aims to make sure that there is maintenance of Azerbaijan’s sovereignty, reduction in regional terrorism, and restoration of regional security & stability. USEUCOM shall achieve all these through restoration of essential services, relief/resettlement of refugee, coalition military enhancement programs, and enforcement of cease-fire terms. In addition, Phase IV could include forming of a Joint Task Force (JTF) or a transitioning to a UN led peacekeeping force or another international organization. Phase IV shall begin when the Major Combat Operations (D+30) and end upon the establishment of successful transitional measures by the USEUCOM.
An important element in Phases IV and V is the identification and neutralization of much of IRAN’s terrorist capability together with the insurgent threat on Azerbaijan. The risk in Phase IV is that the defeat of Iranian conventional forces does not necessarily translate to end of insurgency in Azerbaijan (U.S. Army Command and General Staff College, 2012). Thus USEUCOM shall need to establish an exclusion zone to effectively discontinue external support to terrorists and insurgents in Azerbaijan. This shall be achieved by adhering to the established conditions in Phase III, where the focus was to dominate the enemy.
Phase V is aimed at continuing to the promotion of long-term stability in the region. The Coalition shall offer security for redeploying forces and during transition back to GOAz, as well as transitions responsibility for an exclusion or separation zone to an international organization if necessary. Phase V starts when USEUCOM or JFC moves to an alliance-backed or international peacekeeping force and hands back defensive responsibility to Azerbaijan defense forces, and ends when USEUCOM or JFC completes redeployment.
