1. Describe the situation using at least two specific examples and ten specific facts or statistics. Make a convincing case that a plan of changes should be done (NEED).
2. Explain what if anything is already being done (NEED).
3. Explain your plan for changes. What should be done? Who should do it? What costs and materials will be needed? How long will it take? (PLAN).
4. Describe the positive results of your plan. What measures will demonstrate the plan’s success. Specifically describe a better situation that results from your plan. (ADVANTAGE).
