Introduction
Real progress in improving the operation of the United States of America criminal justice system can only be achieved if there was a demonstration and confirmation of what works so that we can all profit from it. At times changing or improving the criminal justice system is seen like a task that is not possible but it turns out to be possible and achievable when there is an understanding of this system and the many factors which have an effect on it. Basically there entail 3 government branches i.e. the judicial, legislative and executive; each one of these has its different role that it plays in the criminal justice system(Clark, 2002). Each of these branches must change so as to change the criminal justice system.
The laws are prepared by the legislature, enforcement is done by the judicial and finally the administration is carried out by the executive. All people rely on this system to keep them safe and also to maintain order in their states. As people we require it to meet all the basic aspects of the criminal laws. For instance: to separate the innocent citizens from the criminals or the guilty, to debilitate the most dangerous people thus promoting preclusion and justice to those who go against the law (Clark, 2002). Citizens also require the criminal justice system to help the criminals who have finished their sentences to return to the society as responsible and prolific citizens in avoidance of the same in the near future.
Body
Building more secure and less violent societies is a big challenge to the people involved with this system. With United States rates of incarceration being higher than all other countries, often courts face case loads hence making speedy disposition intricate or difficult (Lowe, 2009). Increasing the numbers of inmates and the costs, redirects funds which are necessary to advance the entire criminal justice system in a manner that reduces existing difference in the high-rate of minorities and the criminals in the low-level in the prison. Additionally, the penalties centers on the punishment instead of the rehabilitation and society reentry of past prisoners, and this makes them more likely to go back to jail.
Economic and ethnic factors should be eliminated from the system to ensure a just and fair criminal justice system for all. Benevolent conditions should also be provided both in prisons and in jails. Rehabilitation and programs of education should be improved as well as effectual reintegration programs so as to lessen recidivism (Sabatier, 2007). People have come up with so many ideas on how to improve the criminal justice system and to move ones idea from a mere suggestion to an actual policy, there are steps that ought to be followed. The first step should be identification of the problem. This involves studying in depth that problem and its history and how the problem is affecting the people. It is also important to find out if the public is aware of the problem and their concerning the matter (Sabatier, 2007).
The public is then informed of these proposed ideas or rules before being taken to effect. The public is allowed to give their views on those proposed ideas and can also provide additional information to the policy makers or the agency. The added ideas from the public are analyzed and responded to. All these actions are then reviewed by the judge and some other professionals to make sure that a certain procedure or process was followed. This step is normally marked by the debates which are carried out amid the officials of the government, associations and citizens on how to properly address the problem/ issue. The main aim of this step is to set comprehensible goals and measures on how to achieve them. Many good suggestions which are brought forward to improve criminal justice system are at times left hanging because there is no proper follow up.
To implement a policy there need to be a commitment and dedication. A person should ensure that that suggestion or idea goes through the process or the procedures of making a policy. The public must also be educated through meetings held in communities, take part in rallies and in the community marches; the press releases should also be sent out and also hold conferences where necessary (Birkland, 2010). The government should also take part in the execution of policies and so involving them can be of great help. The executives should also be involved in the procedure. A plan on how to implement that policy is also very crucial after the idea has being moved to an actual policy.
Conclusion
To be triumphant or successful in making an actual policy, there should be cooperation and communication from the agency, adequate members of stuff and funds and overall conformity of the new strategy. The agencies and the departments which are in the executive branch are normally accountable when it comes to implementing the policies in the US.
