You are a Sheriff’s Deputy working for a large department with a newly-elected Sheriff. You have been selected as the emergency management representative for the department. This means you are now considered the “emergency management guru” even though your training is limited to this course. However, you take on the challenge, smile, and say, “Yes, Sir” when he assigns this task to you. The Sheriff requests that you inventory the emergency services facilities within your county and identify the crisis and or disaster threats to those facilities. You have to give him credit. He is on the right track. If disaster strikes, be it man-made or natural, you want to ensure these emergency services can be brought back online ASAP. Essentially, you are being asked to create a written disaster model for potential threats in the county in which you work. For purposes of this assignment, limit your model to the basic county emergency services such as police, fire fighters, emergency management, and hospitals. Use your critical thinking and research skills to identify (1) emergency response facilities in the county and (2) threats to those facilities. Emergency Managers (or lowly Sheriff’s Deputies) can model damage estimates using three steps: Calculate exposure to a selected area. Research the likely disasters in the county. Historically, what disasters have occurred? What about terrorist threats? Is there a history or strong threat of such attacks in the county? Identify the intensity level of a hazard affecting the exposed area. When damage occurred in the past, to what level did it progress? Could it have gotten worse? Were there any mitigating factors that created a “lucky break”, thus preventing a higher level of damage? Might this scenario happen again? Combine exposure area and hazard to calculate potential losses to the economy and structural damage in the area. How much do these buildings and equipment cost? Just as important for this particular scenario, what effect would there be on the county if emergency responders were stifled? Now you can see the value of wrapping your head around potential cascading consequences after disaster. Your assignment will be to pick a county (representing the county in which you work), and create a written disaster model for potential threats to your county. You will incorporate research, discussion, and graphics to get your point across to the Sheriff. Use your critical thinking and research skills to identify (1) emergency response facilities in the county and (2) threats to those facilities. Additionally, find other materials to back up your findings and present a visually appealing model. Once you present your research identifying facilities and potential threats, add some discussion and recommendations. It is also recommended that students intertwine diagrams and maps to provide visual aids. Finally, don’t forget to go back and create an introduction section and a summary section within your paper.
