Scenario:
Today is October 1, 2013. Congress has plunged the nation into a partial government shutdown in a long-running dispute over funding President Barak Obama’s health care law – the Affordable Care Act (ACA). The ACA is an attempt to expand health insurance coverage to those who do not have health insurance. There is a political debate about whether the Federal Government should decide to support or stop the ACA. Your job, as a policy advisor to a member of Congress, is to make a persuasive argument either in favor or against supporting the ACA.
Utilizing the theories and concepts about the politics of the policy process more specifically social construction and policy design, advocacy coalitions, cultural theory with deep core beliefs, and/or how policy creates politics, enlighten the reader (member of Congress) about what is the best political decision to vote in favor or against the ACA. Write a 5 page memorandum about the politics of health care.
Criteria:
Description of the issue: Issue has to be clearly defined, described and has argument.
Identification of the theory / concept (s) applied: Breadth and depth of relevant components of theory / concepts have to be discussed with adequate and proper and appropriate citations.
Application: Clear and precise articulation of theory in relations to the issue.
Conclusion: Argument has to be clearly re-stated along with importance of agenda setting and the theory of Agenda Setting.
Writing: Has to be Clear and coherent, no mistakes, clear organizational flow and references have to be applicable and academic.
Ensure that the attached Example Policy Paper is used on how to construct the paper.
Ensure that all attached material is used and referenced to discuss and incorporate applicable policy theories.
