Query 1.
The method of research here will be used to asses the challenges in the Libyan Higher Education system and if the TQM approach will be appropriate for implementation. The explotory and descriptive techniques will be used to find the opinions of staff, students and the manager of the Ministry of education regarding the implementation of the TQM approach which has not been considered for implementation before in the Libyan Education system. The explotory technique is used to research new areas of challenges in the Education system not covered by other researchers (Sanders and Pinhey 1983, 37) and on the other hand verma and mallick show that the many methods used in information collection makes the descriptive method inappropriate.(Verma and Mallick 1999,77).
The research design for this study include data collection which take place after a pilot study is undertaken ,which is 10% involving form actual study around 11participants for interview . This study is necessary as it gives the researchers an idea of the nature of their field of study and after the initial study questioners and interviews to be used in the study will be developed. The process of data collection involves interviews of 11people as follows 4 from ministry of education and 7 for deans of universities.
Some of the data collected is measurable while some is not. Tools to be applied in data collection will include 210 questionnaires for actual study, 7 for public universities, 3 schools business, 10 participants from the school of engineering and medicine, 5 students and 5 staff, totaling 30 participants per university and a total of 210.
Query 2
The interview aims at bringing out the challenges that deans of the seven universities, and managers in the Libyan Education face. Semi structured questions which allow for minimal restrictions in answering will be presented to the interviewees.
Query 3
The questioner is in a format that it allows for the asking of questions by the researcher to the interviewees, and it provides for room for the researcher to write down the responses that will be added up later to come up with the challenges facing the Libyan Education System and the giving of recommendation for the solving of this problem.
Query 4
The Libyan community in some sections of the Canberra and in Austria will be taken to represent the Libyan Education ministry in Australia and will be taken through 12 interviews since the group for the initial study is not large.

The research tools at the beginning of the study will include interviews and questionnaires. The questionnaire is like the one submitted in Q. 3 while the interview will involve asking the major questions.

1) What is your opinion about Total Quality Management?
2) What are the issues and challenges that are common in the Libyan higher education system?
3) What are some of the possibilities solutions to these problems and challenges in your view?
4) What do you think the Libya government is doing to address the challenges of the higher education system?
5) Do you think implementing TQM in the Libyan higher education system will improve it?
6) What are some of the benefits of TQM to Libyan higher education system that you foresee?
7) Do you think TQM will enable Libyan Higher education system to be comparable in the world class system?
8) Should TQM be implemented in the Libyan higher education system?
Query 6
Data will be analyzed question by question pointing out the main themes in the questioner and classifying results in both qualitative as well as quantitative approaches accordingly. In achieving this I will use NVIVO which is a qualitative data analysis computer software, used by academic and researchers produced by QSR international designed for researchers working with rich text –based information where analysis of small or large groups are required.
NVIVO will aid in gathering, processing and presenting the data from the interviews and the qustioneer gathered from the study of members of the Libyan Education system and it will be the main analytical method for data analysis and tabulation.
Query 7
The pilot study will be a test of whether, research tools like interviews will be applicable in the field of study .the interview for the study will involve just a few. The larger study will involve collecting data from the entire field of study which will be used in the analysis and finding a panacea for the development of the system in question. The interviews will be conducted in Libyan communities in Australia, the manager in the education system in the Libyan embassy in the Canberra and the invitations for interviews will be through emails.
Query 8
The target population for this study will include university staff, university students and manager of ministry of education. Probability and random sampling involving picking students from the freshman to the senior class of various learning institututions will be used to select the participants and to determine the sample size for the study. The sample size will be 210 people with questionnaires for actual study distributed this way, 7 – public universities, 3 – schools business, 10 – participants from the school of engineering and medicine, 5- students and 5- stuff, totaling 30 – participants per university and a total of 210.
The process of picking these will be based on the career courses offered in the University of Choice, the year of study of the students.

A criterion will be applied in selecting study participants based on a number factor including their race, marital status, occupation, gender, religion, age and educational background. This is because individuals in higher education vary a lot in characteristics that affect its development.

Potential participants will be gathered, by sending them invitations letters from the ministry of education explaining their obligation and the research’s objective as well as the kind of questions in the questionnaire. The participants will be assured of confidentiality with which their details will be kept and also given an opportunity to ask clarity on areas they do not understand.

Since the Ministry of education is a higher body forming part of higher education management, the researcher will have to explain the objective for conducting the research in such a way that the challenges facing Higher Education in Libya and the possible solutions for the same.

. Local authorities will include police officers, in the nearest police stations of the field of study who will be told to stay alert as they will be called upon in case there is a problem during the study which might be minimal considering the nature of participants.

In order to adhere to the university policy regarding the manner in which it require data to be stored, copies of information in CDs as well as flash disks will be safely secured in the university library for further use in future.

The student will own the research data as well as the results for being in charge of undertaking it. That is, Jamal will be considered the one behind the entire research process as well as the results.
